Fellowship Program

The Fellowship Program recruits unique expertise to help support departments and agencies in addressing the government's top priorities. Through skilled recruitment, expert guidance, and a tailored approach, Fellows have opportunities to make tangible contributions to public service initiatives.

Overview

  • What is the Fellowship Program?

To help deliver on Impact Canada’s service offerings, the Fellowship program recruits top-tier external talent to accelerate progress on priority initiatives for government. Fellows provide skills and expertise in areas like outcomes-based financing, sludge audits, and advanced data and behavioural science analytics. They are recruited from across the country, bringing fresh ideas, diverse perspectives and critical expertise to help government deliver better services, faster.

We recruit based on specialized skills - not years of experience. With a 90-day target for recruitment campaigns, our efficient, streamlined process ensures that we can onboard Fellows with the right skills at the right time, eliminating the need for departments to run overlapping or lengthy hiring processes.

  • In-house expertise

FThe Fellowship program is an important component of the Impact Canada Centre of Expertise. Fellows are recruited as term employees of the Privy Council Office (PCO) and depending on the specific initiative, can sometimes embed directly into departments to support policy implementation. Importantly, this model allows our partners to access specialized skills without adding to their permanent headcount.

  • Eligibility

The Fellowship program employs both Canadian Citizens and Permanent Residents. Canadian Citizens residing in Canada or abroad, as well as Permanent Residents residing in Canada, are eligible to apply. As per the Public Service Employment Act, preference will be given to a person who is in receipt of a pension by reason of war service; a veteran or a survivor of a veteran; and a Canadian citizen or permanent resident, in that order.

As per the Qualification standards for the core public administration by occupational group or classification, eligible applicants must possess a degree obtained from a recognized post-secondary institution.

The Fellowship program evaluates candidates based on technical skills rather than years of experience. Individuals from all employment backgrounds are eligible to apply.

The Public Service of Canada is committed to building a skilled and diverse workforce that reflects the Canadians we serve. The Fellowship program is committed to upholding employment equity and diversity and encourages you to indicate if you belong to one of the designated groups when you apply. The Fellowship program employs unilingual English, unilingual French, and bilingual candidates.

  • Testimonials

“Above all, the Fellowship program seemed like a rare opportunity to conduct research that is simultaneously rigorous, meaningful, and has a clear pathway to policy through being a part of the public service.”

    Arvin Jagayat, Behavioural Science Fellow

“I was drawn to the challenge of combining my experience of research, evaluation, and policy to tackle complex policy issues across multiple organizations within the federal government.”
