How does the Fellowship work?

Impact Canada’s centre of expertise recruits new talent and skills into the public service to help advance the Government’s agenda in four key business lines. If you are interested in applying your specialized skills to help advance government priorities and influence a shift in policy and program approaches to help address complex challenges, this opportunity may be for you!

Organizations submit a placement proposal to the Fellowship, for consideration by Impact Canada. Together, Impact Canada and the host organization establish goals and determine project(s) scope, including challenges to be tackled, methodology to be used (experimental method) and timeline.

When the project scoped, Impact Canada develops the Memorandum of Understanding (MOU)/Interchange Canada agreement outlining the specific terms and conditions of the Fellowship arrangement. The MOU/Interchange Canada agreement serves as the financial mechanism to reimburse basic salary costs to PCO, and solidifies the partnership between the Fellow, the host organization and Impact Canada. GoC departments do not need to have a classified position to onboard a Fellow. Fellows remain PCO employees for the duration of their Fellowship.

Host organizations welcome Fellows into their work unit, like one of their own employees (i.e. assign work station, computer account, building ID card). Fellows on-board with organizations for a set period of time, working onsite, under the point supervision of the host manager and the Impact Canada manager.

Host organizations reimburse basic salary costs to PCO and assume responsibility for all operating costs (e.g. training, travel, conferences, etc.) for the duration of the Fellowship arrangements. GoC departments can report associated expenditures to TBS as part of their department’s commitment to experimentation.
